For more than two decades in elected office, Gov. Bob Wise delivered numerous speeches explaining why he was taking a controversial action. To prepare for opponents, he often conducted the mental exercise of composing the speech he thought they would give. With some state legislators and governors pushing hard to stop the implementation of the Common Core State Standards, Gov. Wise decided to pretend that once more he was delivering the opponent's speech.
